The step up transformer is used to step up the voltage and step down transformer do the reverse that is step down the voltage applied to it. The basic difference between the two transformers is in their secondary and primary voltages. A step-up transformer has secondary voltage is greater than its primary voltage and vice-versa with step-down transformer. The voltage ratio between primary and secondary determines the turns ration of the transformer.
